This session brings together city representatives from Brazil and/or South Africa with national financing institutions, multilateral development banks and private sector actors to address the persistent challenges of financing climate resilience and adaptation in urban areas.

Despite growing investment needs, cities often face barriers such as limited fiscal space, fragmented and small-scale project pipelines, insufficient capacity to structure bankable projects and misalignment between local resilience priorities and investor requirements.

The discussion will focus on how these challenges can be overcome by strengthening the links between cities, national governments and financing systems – enabling the development of scalable investment pipelines, improving access to blended finance, and unlocking capital for locally-driven resilience solutions.

It is organised by the C40 Cities Finance Facility (CFF) and will feature hands-on experiences from real projects supported by CFF and key partners and initiatives of the urban infrastructure finance ecosystem.
